Paper Abstract:      Is it possible to survive today without knowledge of technology and without the skills to use modern technology? This paper argues that e-skills are necessary for all citizens as technology is becoming ubiquitous in personal and professional life. The recently published Digital Agenda for Europe (EU, 2010) has published actions to ensure that Europe can “deliver sustainable economic and social benefits from a digital single market based on fast and ultra fast internet and interoperable applications.” This research discusses the need for skills, looks at the current definitions of “e-skills” and examines what skills are needed for the citizen in the Information Society of today, with reference to the work of certification bodies and other research in the European Union.
